Goss will assume the role of Busch Series Program Manager at Roush Racing's Mooresville, N.C., location where he will oversee day-to-day operations for the program that is not currently operating due to lack of sponsorship.
In addition to the 2000 Craftsman Truck Series title and 2002 Busch Series crown, Goss engineered Biffle's first Winston Cup victory, in Daytona's Pepsi 400 in July.
Kevin "Cowboy" Starland, who began the year at Roush as the crew chief for Busch Series regular Stanton Barrett, has been appointed as crew chief for Edwards and the No. 99 Superchips Ford F-150. Starland was car chief for Biffle's championships in the Busch Series and Truck Series.
Richert won three Truck Series races this season with rookie of the year point leader Edwards, who has only 23 career truck Series starts.
