1928: Rags Carter, who makes one Cup start in 1952, is born on this day. Carter, who died in 1993, finished sixth in a field of 19 cars in a 200-lap race at Palm Beach Speedway, a half-mile dirt track in West Palm Beach, Fla. Carter finished 17 laps behind winner Herb Thomas. Fonty Flock was second, two laps back, and Perk Brown finished third, four laps behind Thomas.
