NASCAR official explains brake pad change allowance for Phoenix

On SiriusXM NASCAR Radio's "The Morning Drive," NASCAR Cup Series Senior Managing Director Brad Moran explains NASCAR's decision to allow teams to change brake pads following practice and qualifying at Phoenix Raceway. The allowance will also apply at Martinsville.
